Sound Transit plans, builds, and operates express bus, light rail and commuter train services. Sound Transit is looking for an experienced Accountant Manager with a public practice background to join its Finance and Information Technology department. Working in collaboration with various financial and non-financial business units, this position will play a key role in accounting for the capital elements of the agency's $93B transportation program, asset capitalization, and implementation of an entity-wide asset management program. The ideal candidate will play a key role in accounting for the agency's grants and TIFIA funding, all in support of Sound Transit's cutting edge regional public transit projects.

We are looking for candidates with experience in complex accounting environments, such as public or capital accounting; possessing strong research and analytical skills; and comfortable interpreting complex transactions, agreements and accounting treatment. Exposure to or knowledge of construction accounting is a plus.Under limited direction, performs a variety of professional level accounting duties managing assigned functional area and ensuring accurate accounting in such areas as accounts receivable, capital program/construction accounting, financial reporting, fixed assets, general ledger, and grants; ensures processes and work plans for the team are adequately designed and executed to meet internal control requirements and assigned performance metrics; leads and directs work teams and provides accounting services, technical advice and support to other areas of the agency.

ESSENTIAL FUNCTIONS:

• Recruits, selects, orients, trains, assigns, schedules, coaches, counsels and disciplines employees; communicating job expectations, planning, monitoring, appraising and reviewing job contributions and ensuring adherence to policies and procedures.
• Develops and oversees work plans and the operation of business processes for assigned areas, monitoring employee and team progress and assisting and supporting work team in the effective achievement of those plans.
• Maintains accounting controls and systems within assigned areas, defining related accounting policies and procedures. Implements tools and techniques to validate transactional and reporting results. Assists with year-end and other audit preparation.
• Reviews or performs complex research and analysis; prepares specialized reports; performs analysis or prepares calculations of a complex nature for use by senior management and in support of assigned accounting functions.
• Identifies gaps in system and business processes and designs and implements solutions. Demonstrates continuous effort to improve activities, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service; makes recommendations for needed training for internal customers.
• Evaluates processes, procedures and policies in assigned areas, makes recommendations and assists with development and implementation of new or revised accounting systems and processes.
• Leads projects as requested; may serve on a committee as assigned; attends and participates in professional group meetings;
• Stays abreast of new trends and innovations in assigned field; maintains awareness of federal, state and local regulations and impact of changes on the Agency.
• Provides strong customer service and guides and works with other departments or divisions by researching and interpreting accounting policy and business processes; applying observations and recommendations to operational issues.

Qualifications:
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelors' Degree in accounting, finance, business administration, or related field and five years of accounting supervisory experience; OR an equivalent combination of education and experience. CPA experience in a public accounting firm is preferred.

Required Licenses or Certifications:
CPA or equivalent.

Required Knowledge of:
• Generally accepted accounting principles and practices including GAAP, GAS, FASB, and GASB.
• Accounting processes, procedures and internal control design.
• Automated enterprise-wide accounting systems and software for processing and reporting of financial transactions.
• Industry principles and practices of assigned area.
• Report preparation and presentation, working with report parameters, queries and data extraction.
• Principles and procedures of financial record keeping, storage and document management.
• Analytical review techniques over transactions, account balances, reconciliations and reports
• Advanced Microsoft Excel
• Mathematical principles
• Pertinent local, state and federal laws, regulations and ordinances
• Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
• Customer service methods and techniques.

Required Skill in:
• Managing work teams of entry to senior level professional staff.
• Development of complex accounting solutions, business process or accounting system design and internal control experience.
• Automated financial management systems as well as word processing, spreadsheet, and database applications.
• Working with complex chart of account structures and subsidiary ledgers and preparing a variety of financial and administrative reports.
• Interpreting and applying technical accounting and industry concepts and directions and perform professional accounting functions.
• Identifying and researching complex accounting issues/problems and make recommendations to resolve them. Reviewing and analyzing complex agreements for correct application of accounting treatment.
• Written and oral communication, including ability to summarize and document analysis, conclusions, policies and procedures in a concise and readable manner by others.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Performing complicated mathematical calculations and analysis.
• Planning and organizing work to meet changing priorities and deadlines.
• Identifying and resolving general problems in a timely manner using sound judgment.

PHYSICAL DEMANDS/WORK ENVIRONMENT:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
