Responsible for the timely, cost-effective and quality construction for the respective programs. Oversees the construction work of all projects of their respective program to ensure compliance within budget constraints, achieves schedule goals, and meets quality standards. Plans and analyzes assigned projects, establishes schedules and project parameters, and sets procedures to accomplish system objectives, involving complex contracting applications. Directly supervises Construction Supervisors, Construction Engineers; indirect responsibility and influence across the Stormwater Design and Construction program to ensure all operations work together efficiently and effectively. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Oversees the construction work of all projects of their respective program to ensure work is within budget constraints, achieves schedule goals, and meets quality standards. Plans and analyzes assigned projects, establishes schedules and project parameters, and sets procedures to accomplish system objectives, involving complex contracting applications.

- Provides constructability reviews for each scope of work. Monitors quality services during construction and inspection activities provided by their team and monitors weekly contractor progress. Establishes program-specific construction guidelines.

- Supports weekly and monthly construction progress meetings.
- Oversees and monitors status of contractor’s monthly pay requests to the District for payment.

- Ensures compliance with District’s H&S guidelines for use on their program’s projects.

- Monitors close-out activities for each project.

- Assists Construction Supervisors, as needed, in execution of construction work, especially for large/high risk projects. Supports the Construction Supervisor and acts in his/her absence as assigned. Performs Construction Supervisor role for selected projects.

- Attends required planning and progress meetings, including design review meetings, and internal pre-bid meetings.

- Works closely with Project Controls to ensure consistent application of construction tools within their program.

- Interfaces closely with the design team for their program to resolve project issues.

- Acts as coach to Construction Supervisors in their program.

- Performs other duties of a similar nature as may be required.


Qualifications:

EDUCATION
- Candidate must possess Bachelor degree, preferably in Engineering, Construction Management, or a closely related field.

EXPERIENCE
- Candidate must possess ten (10) years of experience managing construction and engineering full-cycle projects on time, high quality, on/under budget. Fifteen (15) years of experience preferred. Hands on familiarity with construction techniques required for stormwater and stream stabilization/rehabilitation is highly desired.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS
- Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.

- Preferred possession of a Professional Engineers (PE) license or closely related technical license held in Ohio or another state that supports the technical aspects of construction

- Preferred possession of a Certified Construction Management (CCM) certification or related accredited certification

KNOWLEDGE, SKILLS, AND ABILITIES
- Candidate must possess knowledge in engineering and construction applications, methods, and practices.

- Candidate must possess stellar communication skills, problem-solving and critical thinking skills to manage complex projects, assess and address complications, and anticipate/resolve potential roadblocks before they occur.

- Candidate must possess the ability to be reliable and punctual in reporting to work as scheduled.

PHYSICAL REQUIREMENTS
- Must be able to spend up to 80% of time out doors on construction sites and potentially contaminated, noisy, dirty, dark, and/or restricted space wearing eye and ear protection, and breathing apparatus to assess project status and results.
