GENERAL PURPOSE:
Under administrative direction, plans, directs, and manages agency financial operations. Assigned divisions may include Accounting, Budget, Records Management and other divisions as assigned. Responsible for design and maintenance of agency reporting and financial control environment. Manages and coordinates activities of department with other Agency departments and outside agencies; and provides administrative support and advice to the Executive Director for Finance and Information Technology on matters related to Finance.

ESSENTIAL FUNCTIONS:
• Plans, directs and manages agency financial operations. Responsible for successful execution of annual budget and accounting cycles. Oversees annual capital and operating budget development, budget monitoring and financial analysis. Oversees annual accounting cycle, including production of financial statements, accounting and financial reports, and completion of all required financial audits.
• Develops and maintains agency financial control environment. Coordinates with other departments, internal audit, procurement and other divisions/departments to maintain highest level of public sector financial control policies and procedures.
• Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
• Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the department and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary working closely with Human Resources.
• Manages the development and implementation department goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures; ensures assigned program area compliance with local, state, and federal regulations and ensures consistent application and implementation policies, procedures, and practices throughout the Agency; assesses and monitors work load, administrative and support systems, and internal reporting relationships; and creates and promotes a positive work environment.
• Represents the Finance & Information Technology Department to other departments, elected officials, and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations; plans and presents materials to Board, Staff Finance Committee and Citizen Oversight panel on policy and financial issues; provides facilitation and leads the Technology Steering Committee, Citizen Oversight Panel, Rating Agencies, federal oversight agencies, state oversight agencies, local jurisdictions, and partner transit agencies.
• Plans, directs, and manages subarea equity, SAO compliance and performance audits; signs disclosure and audit statements on behalf of Agency; and manages Staff Audit and Reporting subcommittee.
• Develops, administers, maintains, and oversees the annual budgets of assigned divisions through subordinate division managers, as well as the Finance budget; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; reviews and approves department expenditures and implements adjustments.
• Provides support to the CFO & CEO on matters as directed; represents and provides liaison for Sound Transit CEO with elected officials, government organizations and key constituent groups; serves as staff on a variety of boards, commissions, and committees; develops strategies and communicates with federal and local legislatures; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

Required Knowledge of:
• Operations, services, and activities of a comprehensive Finance Department including Budget, Accounting, Treasury, Grants Management, Information Technology, and Risk Management services, programs, and functional areas.
• Pertinent federal, state, and local laws, codes, and regulations.
• Advanced principles and practices related to program areas of assignment.
• Advanced principles and practices of program development and administration.
• Methods and techniques used in the performance of duties and responsibilities specific to the area of assignment including those related to Accounting and Treasury, grants management, and risk management.
• Advanced principles and practices of governmental budget preparation and administration.
• Knowledge of project and operation management of a complex technology program.
• Principles of business letter writing and basic report preparation.
• Basic project management techniques.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
• Basic principles and practices of governmental budget preparation and administration.
• Principles of supervision, training, and performance evaluation.

Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Performing high-level exceptional negotiations and effectively partnering with other departments and groups.
• Delegating authority and responsibility.
• Conceptualizing, influencing, developing, and administering goals, objectives, guidelines, and procedures for the Finance Department.
• Analyzing and reviewing budgetary information to determine the impact on the Finance Department and the Agency.

• Preparing and analyzing complex data and comprehensive reports.
• Maintaining confidentiality and communicating with tact and diplomacy.
• Responding to inquiries and in effective oral and written communication.
• Researching, analyzing, and evaluating new service delivery methods and techniques.

• Working cooperatively with other departments, Agency officials, and outside agencies.
• Developing and monitoring departmental and program/project operating budgets, costs, and schedules.
• Supervising, leading, and delegating tasks and authority.


Qualifications:
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelors Degree in finance, accounting, business administration, economics, or closely related field and eight years of experience in managing operations, programs, and services in finance, that includes four years of staff supervisory, budgetary, and management responsibility; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
CPA preferred.

PHYSICAL DEMANDS/WORK ENVIRONMENT:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
