The Bonneville Power Administration (BPA) is a federal power marketer that sells wholesale electricity from 31 federal dams and one nuclear plant, providing about one-third of the electricity used in the Pacific Northwest. BPA operates three-fourths of the region’s high-voltage transmission grid and manages one of the largest fish and wildlife restoration programs in the world. Altogether, BPA is a $4 billion per year enterprise that recovers its operating costs and capital investments in power and transmission assets through the sale of power and transmission products that are priced to recover all associated costs. BPA headquarters is in Portland, Oregon.
This position serves as the Executive Vice President (EVP) and Chief Financial Officer (CFO) for BPA. Incumbent provides executive leadership to the Finance organization including establishing policy and standards in the areas of financial operations and risk management and providing financial strategic guidance, services, and support to enable BPA to fulfill its mission.
The executive is responsible for overseeing the Finance organization which provides services of financial planning, accounting, treasury, and reporting for the Federal Columbia River Power System (FCRPS) and BPA. Finance provides economic and analytical support for rate case and regulatory proceedings, and coordinates and executes all U.S. Treasury and non-federal financing programs. Finance has primary responsibility for relationships with federal and non-federal banking communities, rating agencies, investors and others in the financial community. Finance has primary responsibility for the development of agency internal and external budgets. Finance provides leadership in developing proposals and policies on strategic issues that affect the agency’s long-term financial integrity and competitiveness or that have an impact on customers, constituents, and other stakeholders. Finance reviews all draft non-procurement contracts and agreements that bind the agency or commit to the use of agency resources. Finance establishes financial policies and procedures for agency-wide guidance and internal control.


Qualifications:

EXECUTIVE CORE QUALIFICATIONS:
The ECQs describe the leadership skills needed to succeed as an SES; they also reinforce the concept of an "SES corporate culture." Your resume and application must demonstrate and address the ECQs and include examples that are clear, concise, and emphasize their level of responsibilities; address the scope and complexity of the programs, activities, or services managed; program accomplishments; describe policy initiatives undertaken; define level of contacts; convey the sensitivity and criticality of the issues addressed; and identify the results of actions taken. The Office of Personnel Management (OPM) is required by law to review the executive qualifications of each new career appointee to the SES prior to appointment. The five ECQs are as follows.
• ECQ 1: Leading Change. Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and to establish an organizational vision and to implement it in a continuously changing environment.
• ECQ 2: Leading People. Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
• ECQ 3: Results Driven. Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
• ECQ 4: Business Acumen. Ability to manage human, financial, and information resources strategically.
• ECQ 5: Building Coalitions. Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ):
A supplemental narrative must be submitted separately addressing each MTQ below. No more than one (1) page per-MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments.
Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
• MTQ 1: Demonstrated ability to plan, direct, and execute a comprehensive financial management program for a major organization (e.g., annual revenues greater than $500 million), including formulating and implementing organizational financial management processes which promote and sustain financial integrity. (Applicant: Describe a time when you established, directed, and implemented a financial management process for a major financial function that promoted and sustained financial goals (i.e., entity credit rating, payouts, utility rates).)
• MTQ 2: Extensive knowledge of and experience establishing and monitoring policies and controls for financial and accounting operations, including debt and investment management and capital financing, sufficient to support an electric utility. (Applicant: Describe a time when you managed financial matters that included formulating, implementing, and monitoring policies related to debt and investment management and capital financing.)
• MTQ 3: Ability to provide executive financial leadership, direction, and guidance in the development of long-term business strategies for a large electric utility operating in a complex legislative, regulatory, and stakeholder/shareholder environment. (Applicant: Describe a situation where you provided advice and guidance to executive leadership in recommending, developing, and setting enterprise wide business strategy for a large complex organization taking into account legal and regulatory considerations and resulting economic or financial impact upon internal and external stakeholders.)
