AECOM is seeking an experienced QA/QC Manager/Deputy PM to join the Water group in our Detroit, Michigan office.

This position is a key role in the senior program management team within AECOM’s Detroit Water and Sewer Department (DWSD) Capital Improvement Program (CIPMO). The position reports directly to AECOM’s CIPMO Program Manager.

The responsibilities of this position include, but are not limited to:

•Planning, establishing, managing, monitoring and reporting the implementation of AECOM’s Quality Management System on the Program. The purview of the Managers responsibilities will be both business process and technical processes. The latter includes planning, procurement, design, and construction management and construction quality requirements of AECOM’s scope of work


•Preparing the DWSD organization in developing and implementing sound Quality Management practices, based on proven industry standards, which DWSD can manage independently by the conclusion of AECOM’s Program contract


•Organizing and preparing the Program Management Plan (PMP) for the CIPMO Program. This entails preparation of documentation (business processes and standard operating procedures) that will provide an integrated Quality Management approach to controlling quality on the program through a set a process and procedural standards (i.e. PMP). The Manager will work with a team of subject matter experts on the program and within AECOM’s Quality Management support system to prepare the PMP and implement it into CIPMO


•Working cooperatively with the AECOM and DWSD CIPMO team members, the Manager will implement Quality Management processes and procedures including training and communication of quality requirements, processes and expectations


•Working with CIPMO Task Leads and Project Managers to develop task and project specific quality management plans as part of their overall specific work plans


•Continuously monitor the implementation of the Quality Management System within the Program framework, by guiding Program personnel and task/project teams through communication, training, audits and a defined corrective action process


•Contributing to the CIPMO Risk Management process, identifying and assisting to develop mitigation strategies for the Program


•Preparing periodic Quality Management assessment reports for Program Senior Management depicting the success of implementing the quality systems and use be team members


•Continual improvement practices to perform periodic assessments of quality management system and areas of improvement. Then vet and implement improvements into the organization


•Assumes the duties of the Program Manager in the Program Manager’s absence



Qualifications:

•Bachelor's degree from an accredited college or university in related field


•11+ years of experience developing and implementing quality management systems in complex organizations such as programs or large complex multi-disciplinary projects


•Strong background in the principals, means and methods of developing and implementing a Quality Management System within a large complex organization


•Demonstrated the ability to work cooperatively with team members to infuse the organization with a strong quality philosophy and behaviors, and implement a system without direct reporting authority


•Experience in the total execution of quality management from top-level policy to specific quality control practices through the multiple phases of project execution


•Possess demonstrated leadership ability and knowledge, and able to work independently with a minimum of day to day direction


•Experience directly working with client staff in the implementation of processes and procedures


•Have strong communication and detailed documentation skills that will be utilized in presentations, senior management reporting, training and guiding client, task and project team members

Preferred Qualifications

•Engineering degree, or similar technical degree or business education focused on business process and organizational management


•20 years’ experience in the engineering and/or construction industry. Preferably civil infrastructure experience


•Quality Management certifications and training a plus​
