This position is responsible for the management, oversight and direction for the technical, supervisory and administrative duties of the staff performing the operation and maintenance activities of the wastewater treatment plant and lift stations. Responsibilities include client relations with Grosse Ile Township Management, elected and appointed officials, consultants and Township staff. The work includes planning, scheduling, coordinating, assigning, and directing and participating in the work of non-union work force.

Dimensions:
2 direct reports. Position has responsibility for budget, safety and environmental as well as performance management and staff development and is a working supervisor position.

Nature & Scope-Principal Areas of Responsibilities:

• Supervises and participates in the preparation, administration, and monitoring of capital, and O&M budgets.
• Monitors and controls operations to meet established goals.
• Maintain regulatory and contractual compliance of the project.
• Administers management policies and directives, trains and evaluates subordinate staff including administering discipline as required.
• Responsible for project cost performance.
• Manages Contract Compliance as it relates to the agreement between the Township of Grosse Ile and Suez.
• Initiates and negotiates claims and additional services.
• Supports business development efforts to expand business through additional services and new projects.
• Leads Suez staff to attain superior performance.
• Participates in trade organizations to promote the Suez brand.
• Conducts performance appraisal of Staff.
• Assists in the hiring/interviewing process of department staff.
• Assists in the conflict resolution process.
• Promotes safety practices and procedures by training employees, reporting unsafe conditions and proactive participation in safety activities on a daily basis.
• Plans, organizes, schedules, assigns and evaluates the work of subordinate supervisors and staff of the utility system workers; provides training and counseling as needed.
• Operates and certifies that all equipment and processes are in full compliance with applicable laws and regulations.
• Evaluates all data and information pertaining to the proper operation of the utility and files required regulatory documents required by assigned operating permits.
• Prepares reports and documents related to the work; investigates and prepares incident reports, insurance documents for liability claims, employee injury forms, and vehicle or equipment accident forms; assures work is completed according to standard utility practices and procedures.
• Maintains records on work activities, inventories and orders materials and supplies; prepares reports on operational and repair activities.
• Analyzes and evaluates maintenance functions; initiates or recommends new or improved practices and procedures.
• Investigates, recommends, and initiates appropriate action(s) in response to customer complaints or inquiries; develops solutions to eliminate continuing problems.
• Ensures that all equipment is in proper and safe working order; oversees and coordinates preventive maintenance and repairs on equipment.
• Performs other related duties as assigned.

Qualifications:

Education/Equivalent:
• High School Diploma or equivalent required. Bachelor Degree in Engineering or related field preferred.
• Must possess a Michigan Class B Municipal Certification or alternate state equivalent with the ability to obtain within six months.
• Must possess a Michigan Industrial Storm Water certification or have the ability to obtain within six months.

Special Skills/Abilities Needed:

• Must possess a Michigan Class B Municipal Certification or alternate state equivalent with the ability to obtain within six months.
• Must possess a Michigan Industrial Storm Water Certification or have the ability to obtain within six months.
• Specialized knowledge to include wastewater treatment methods, collection system operations and maintenance, and engineering principles related to wastewater treatment, and collection facilities and sludge management regulations.
• Develops and maintains communications and good relations between company and client, community, governmental and regulatory agencies and employees.
• Excellent managerial and interpersonal skills
• Demonstrated proficiency in the ability to effectively manage projects
• Must possess superior organizational skills and be able to prioritize and work simultaneously on several projects.
• Willingness to work outside of core hours in order to meet business needs
• Ability to operate within a team atmosphere.
• Ability to shift priorities frequently and effectively perform under pressure.
• Ability to obtain a valid Michigan Driver’s License.
• Strong budgeting, forecasting and financial management and computer skills.
• Thorough knowledge of effective wastewater treatment process control and operating techniques.
• Thorough knowledge of motorized equipment operations used in utility operations and maintenance activities.
• Thorough knowledge of basic equipment maintenance management techniques and applications.
• Thorough knowledge of health and safety standards and precautions pertaining to wastewater operations and maintenance procedures.
• Considerable knowledge of effective supervisory methods and practices including team-building and conflict management.
• Strong aptitude for planning, organizing, scheduling, assigning and evaluating the work of subordinates.
• Ability to train, encourage, and counsel subordinate employees.
• Ability to organize, implement, and effectively manage health and safety and training programs for employees engaged in utilities operation and maintenance work.
• Ability to develop, organize, and manage records and reports pertinent to the activities supervised.
• Strong desire to establish and maintain effective working relationships, teams, and work groups with other employees, contractors and the general public.
• Ability to communicate effectively, both orally and in writing.
• Thorough knowledge and the ability to use computers and applications for the utility profession
