he Assistant City Engineer-Wastewater reports to and receives supervision from the Wastewater Division Manager. The Assistant City Engineer is distinguished from the Engineering Supervisor by its responsibility for managing specialized projects, supervising professional engineering staff, and providing professional-level engineering work activities. The Assistant City Engineer is distinguished from the City Engineer which is responsible for overall managing and planning with a focus on development and sustainability of water, wastewater, storm water, bridges, dams, flood control, streets, roadways, trunklines and the overall transportation system and the coordination of those systems with the respective Assistant City Engineers assigned directly to each divisional focus area.

Examples of Duties

Supervises and evaluates professional engineering staff which includes preparing and completing performance evaluations, prioritizing and scheduling work assignments, and determining employee development and training needs as they relate to the mission of the Wastewater Division
Coordinates and oversees design and work activities of wastewater capital projects which include: overseeing employees, consultants and contractors; preparing grant applications; preparing programming applications for federally funded projects, reviewing, approving and professionally sealing plans, specifications, bids, and engineering reports; monitoring project budgets, costs and schedules; and, coordinating utility upgrades.
Oversees wastewater construction projects by: consulting with inspectors, contractors, and/or consultants; approving invoices; and, approving schedules and methods of construction.
Conducts technical investigations and analyses for wastewater treatment and disposal, connections, lateral, trunk and interceptor sewer systems by completing comprehensive performance evaluations, investigating options for improved performance, and recommending operational modifications.
Works with townships and developers on sanitary sewer and sanitary sewer connections including lift station upgrades and system extensions including estimating costs, coordinating franchise agreements, and acquiring required MDEQ, County, MDOT, and railroad permits.
Designs and prepares a variety of wastewater related engineering reports.
Prepares annual wastewater O&M and capital budgets and provides technical input and leadership for new wastewater capital improvement projects by evaluating equipment condition, generating costs for upgrading or replacing existing operating systems, screening viable alternative or replacement technology, and preparing project and cost summaries.
Acts as designated Project Engineer for state and federally funded wastewater projects, responsible for oversight of budget, design, construction and compliance with state and federal record-keeping, file maintenance and wage compliance requirements.
Prepares, reviews and approves memos to City Manager and City Commission on a variety of subjects including requests for contract approval and change orders, reports on engineering studies and citizen complaint follow up.
Participates in special project efforts by evaluating and developing guidelines for the City.
Performs other duties of a similar nature or level.

Essential Qualifications

Knowledge of:

Federal and State of Michigan laws, rules and regulations governing sanitary sewage conveyance, treatment and disposal systems construction standards and permitting;
Federal and State of Michigan laws, rules and regulations governing construction in waterways, flood plains, wetlands and permitting;
10 States - Recommended Standards for Wastewater Facilities;
Hydraulic fundamentals related to both Hazen-Williams and Mannings equations
City policies and procedures;
Budget management;
Civil Engineering breadth principles and practices with a water resources depth;
Structural concrete design principles
Construction principles and practices;
MIOSHA Construction Safety Standards
Project management;
Health and safety requirements.

Skill in:

Preparing and monitoring the budget;

Preparing and making presentations;
Preparing reports;
Writing technical correspondence;

ADDITIONAL REQUIREMENTS:

Registration as a Professional Engineer in the state of Michigan or the ability to obtain licensure within six months;
Valid Michigan Driver's License.





Qualifications:
Bachelor's Degree in Civil or Environmental Engineering and six years of progressively responsible engineering or related experience;
Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
