SUMMARY:
The Management Professional - Asset Management and Capital Improvement is responsible for planning, leading, organizing, controlling and executing various projects and tasks for a unit. This position will be responsible for developing and maintaining best practices and procedures to ensure accurate and timely deliverables. The Management Professional may work independently or with a team to achieve operational efficiencies. The Management Professional- Asset Management and Capital Improvement will assists the planning Services area with the development, implementation, and management of the GLWA enterprise-wide asset management program and Capital Improvement Program (CIP). The Asset Management and Capital Improvement Planning Professional will demonstrate and utilize principles and industry best practices in asset management and preventive/predictive maintenance techniques to improve operations, maintenance, and overall reliability for all assets, equipment, and systems operated and maintained by GLWA.
ESSENTIAL JOB FUNCTIONS:
Establish and maintain relationships with internal/external clients, vendors and all other stakeholders. Develop and maintain processes and procedures consistent with best practices, federal, state and local laws. Achieve operational efficiencies by forecasting requirements, contributing information and presenting recommendations. Identify and implement process improvements, staff training needs, and new technology. Analyze variances and initiate corrective actions needed to ensure timely completion of assigned
projects. Prepare and generate documentation to support audit requirements. Support the Unit Director and/or Manager with administrative duties, team coordination, and communications. Provide analyses, performance indicators, and reports for the management team, board, committees, and all other stakeholders. Stay current with industry trends by participating in educational opportunities and professional/community organizations. Follow security and safety policies and procedures in carrying out work duties. Provide on the job training.
SPECIALTY DESIGNATIONS OF MANAGEMENT PROFESSIONAL POSITION:
The Asset Management and Capital Improvement Planning Professional will assist the Planning Services area with the development, implementation, and management of the GLWA enterprise-wide asset management program and Capital Improvement Program (CIP). The Asset Management and Capital Improvement Planning Professional will demonstrate and utilize principles and industry best practices in asset management and preventive/predictive maintenance techniques to improve operations, maintenance, and overall reliability for all assets, equipment, and systems operated and maintained by
GLWA.
The Asset Management and Capital Improvement Planning Professional will utilize computerized maintenance management systems (CMMS), asset management systems, and other computer operating systems and software in support of improving operations,maintenance, and reliability of GLWA assets. As part of this, the Asset Management and Capital Improvement Planning Professional will develop, implement, and oversee an infrastructure asset management registry and inventory database for GLWA.
The Asset Management and Capital Improvement Planning Professional will understand, develop and follow processes and procedures to capture relevant information for simple or complex decision making in capital planning for GLWA asset management, asset renewal or asset replacement. Efforts related to these duties may include, among other related tasks, the development, analysis, and/or execution of the following: condition assessments or asset management related programs, asset life cycle cost
analysis, operation and maintenance strategies, level of service evaluations, risk/criticality prioritization, rehabilitation or replacement strategies, CMMS or other system software projects, CIP business case evaluations, and tracking
of the CIP real progress.
REQUIRED EDUCATION AND EXPERIENCE:
· Bachelor’s degree in related operational or functional field such as Business Administration, HR, Sociology
· Five years of recent management and operational experience gained through progressively more responsible positions in the utility industry
· Asset Management and Capital Improvement Planning Specialty Designation only: Education requirement can be substituted with extensive experience in one or more of the following areas: utility asset management, public works/utility operations and maintenance, utility information and management systems, planning,administration, hydraulic/hydrologic modeling, construction administration and engineering management, engineering project management; or at the discretion of the GLWA Chief Executive Officer and Organizational Development Unit.
