Role Summary
To manage resources related to the continuous operation and water quality compliance of the Ann Arbor Water Treatment Plant (WTP). These activities include, but are not limited to, guiding the operation of treatment equipment and processes, making recommendations on treatment modifications, guiding the daily scheduling and assignment of operations work, supervising staff supervisors, overseeing the environmental and process laboratory services (water and wastewater), preparing regulatory and non-regulatory required reports, developing agreements for and managing contract services, addressing customer water quality and pressure concerns, development of standard operating procedures, conceiving and leading research projects, coordinating with external research institutions, organizing public outreach campaigns, and managing union related issues.

Duties
Incumbent is responsible for, but not limited to, the following duties:
Essential Duties
• Responsible for drinking water quality and compliance for the City's Water Treatment Plant, distribution system, and source waters
• Performs supervisory duties including performance management and guiding staff supervisors in the effective supervision of personnel
• Oversees the environmental and process laboratory services
• Ensures all applicable safety programs are in place to protect employees, the public and the environment
• Guides the operation of the water treatment plant by coaching staff supervisors and ensuring compliance with regulatory requirements and permits
• Serves as subject matter expert for both plant chemistry, microbiology, and treatment processes
• Develops/reviews written and verbal reports of current operations and system processes
• Evaluates laboratory reports and coordinates laboratory issues with the Environmental Laboratory Supervisor
• Oversees research program and coordinates with external research partners
• Responds to customer water quality problems
• Develops annual operation and laboratory budgets and approves material and equipment purchases
• Manages union related issues such as grievances
• Manages projects assigned by the Water Treatment Services Manager
• Acts as Water Treatment Services Manager as assigned

Related Work
• Provides training and developing training programs
• Implements watershed protection programs
• Prepares and reviews reports to plant and City staff, regulatory agencies and other agencies as needed
• Creates bid documents used to purchase materials, services, supplies, equipment and chemicals
• Prepares budget requests and develops necessary support data
• Monitors expenditures
• Oversees residuals management services
• Participates in capital improvements projects, within plant and distribution system
• Evaluates opportunities for continuous improvement in the delivery of services
• Performs other duties as assigned

Qualifications:
Training and Experience
• Bachelor's degree with a major in environmental engineering, chemistry, biology or environmental science, including a minimum of 2-years college chemistry and/or microbiology
• 7 years of progressively responsible experience, in one or more of the following areas; drinking water treatment, drinking water or wastewater laboratory, chemical or microbiological production processes, or academia
• At least 2 years of supervisory experience
• Masters or PhD Degree in a scientific field is preferred and can substitute for required experience

Licensing Requirements
• State of Michigan Department of Environmental Quality (MDEQ) F-4 License within 1 year of employment or two testing cycles.
• Must obtain F-1 (operator-in-charge) within 5 years of employment.
• State of Michigan Driver's License

Comments:
Starting Salary Range: $80,000 - $95,000
