The Bay County Department of Water and Sewer (BCDWS) is seeking an individual with excellent management, communication and administrative skills. The successful candidate should be a proven department or division manager who has a broad background in public works administration. This collaborative leader will bring extensive managerial, interpersonal, creative problem solving, and communication skills along with a strong customer service orientation. The ability to work effectively with a broad range of elected officials, employees and the public are particularly important qualities.

This is a principal administrator position that works under the general supervision of the Engineer-Manager and reports to the Bay County Board of Road Commissioners. The Director will provide strategic leadership for the BCDWS and will develop programs and policies to carry out those objectives. The Director is responsible for preparing an annual $30M plus budget, capital outlay program and implementing a long-term Capital Improvement Program. The Director is also expected to provide oversight of all mandates and regulatory requirements related to public works. The Director will be responsible for overseeing a 10.2 MGD Wastewater Plant with an average daily flow of 6 MGD daily, a 17 MGD Water Treatment Plant with an average daily flow of 8 MGD, and the related sewer collection and water distribution systems.

The salary range for this position is $87,630.40 to $97,344.00. Excellent Fringe Benefits include Health Insurance, Paid holidays, Paid vacation, and a Defined Benefit pension plan. Qualifications:
Associates Degree or the equivalent specialized training in public works/administration, engineering or related field is required but a Bachelor’s Degree is preferred. Thorough knowledge of state, federal and local regulations, policies, laws pertaining to Water/Wastewater, public health and safety are essential.

Minimum of 8 years of experience with progressively more responsibilities in public works, supervision of over 60 union and non-union employees, budget preparation, and construction is required. Previous experience as a Director or Assistant Director of Public Works, or a City Engineer is desirable.
