GENERAL STATEMENT OF DUTIES: To supervise personnel in the processing of wastewater solids; including chemical addition, dewatering, storage, and disposal of residuals generated at the Wastewater Treatment Plant (WWTP). To perform and/or supervise job duties associated with the analysis of wastewater residuals, the collection of soil samples, the determination of nutrient needs of agricultural land, and the determination of biosolids application rates.

SUPERVISION RECEIVED: Work is performed under the general supervision of the Wastewater Treatment Plant Superintendent or other designated official.

SUPERVISION EXERCISED: Supervision is exercised primarily over solids handling operators; to a lesser extent, supervision is exercised over utility repairmen, equipment operators, and other personnel as required.

TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)

Supervise and/or perform the collection of soil samples to ensure proper biosolids application rates.

Maintain frequent contact with the agricultural community to ensure adequate/suitable land is available for biosolids application and to provide updates during the biosolids application process.

Schedule work shifts to maximize effectiveness and efficiency of solids processing and biosolids application.

Train solids handling personnel in the proper operation/maintenance of equipment and machinery used in the processing of wastewater solids and the transportation/application of biosolids.

Maintain accurate/detailed records of all phases of solids processing; including dewatering, chemical addition, storage, and disposal of residuals generated at the WWTP.

Assign and supervise the work operations of personnel engaged in the processing of wastewater solids and the transportation/disposal of biosolids.

Purchase (and control) supplies and materials required for the proper operation and maintenance of processes associated with the handling of wastewater residuals.

Make inspections of work in progress (and upon completion) to ensure conformance with predetermined goals and objectives.

Determine, assign, and supervise minor preventive/corrective maintenance activities necessary for the proper operation of machinery/equipment utilized in the processing of wastewater residuals, and document such activities.

Respond to inquiries/concerns/complaints related to the production, transportation, and application of biosolids to area agricultural land.

Make every effort to be available during off-shifts to provide guidance/direct assistance addressing urgent concerns involving the processing of wastewater residuals and/or the transportation/application of biosolids.

Utilize the on-site Supervisory Control and Data Acquisition (SCADA) System, which is available to monitor and control various equipment used in the processing of wastewater residuals.

Ensure solids handling personnel receive proper safety training relevant to job duties associated with the processing of wastewater residuals; communicate/implement safe working practices; document such training.

Ensure compliance with all aspects of the Residuals Management Program, as outlined in the City of Port Huron’s National Pollutant Discharge Elimination System (NPDES) Permit.

Manage the biosolids storage capabilities at the WWTP (product transfer, tank decanting, biological/chemical analysis of biosolids, tank mixing, product re-liming, etc.).

Maintain monthly reports detailing operational data relevant to the processing of wastewater residuals and the production of biosolids.

Effectively communicate/work with Michigan Department of Environmental Quality (MDEQ) personnel as it relates to requirements of the Residuals Management Program (application site visits, records inspections, resolution of complaints, submittal of application site information, WWTP process inspections, etc.).


Qualifications:
Experience in wastewater treatment and residuals generation/disposal.

Considerable knowledge of operation and maintenance of gravity thickeners, rotary drum thickeners, sludge pumps, chemical feed pumps, transfer pumps/piping, gauges, valves, semi tractors/tank trailers, biosolids application vehicle (Ag-Gator), etc.

Considerable knowledge of laboratory techniques used to analyze wastewater residuals for pH, nitrogen content, total solids, temperature, etc.

Adequate mathematical skills to determine volumes, flow rates, unit conversions, biosolid application rates, etc.

Ability to effectively supervise the activities of a group of employees engaged in all phases of residuals handling.

A high degree of mechanical aptitude.

Ability to work/communicate effectively with fellow employees and City, Township, County, and State officials.

Ability to properly gather soil samples, evaluate soil conditions, interpret soil test results, and make fertility recommendations.

An employee in this class, upon appointment, shall have the equivalent of the following training and experience:

Bachelor’s Degree in soil science/agriculture, or equivalent in experience.

Knowledge of good agricultural principles and practices.

Basic knowledge of algebra, physics, hydraulics, chemistry and biology.

Must have valid Michigan Driver License (Operator=s).

Classification "D" Wastewater License is preferred.


Comments:
Working Hours: Monday – Friday; 7:00 a.m. to 3:30 p.m.
Ability and willingness to work outside of the regularly scheduled working hours.
Ability and willingness to work overtime and callouts, as required.

Physical Demands:
• Ability to work indoors and outdoors in all types of weather conditions.
• Ability to stand for prolonged periods of time.
• Ability to walk across rough terrain in all types of weather conditions, including heat and dust.
• Ability to climb several flights of stairs and/or ladders each work day.
• Ability to lift and carry up to 50 pounds.
• Exposure to waste, chemicals, odors and spiders/insects.
• Possible exposure to biosolids.
• Knowledge of St. Clair County roads desirable; ability to follow hauling routes and field maps.

Salary Range: $ 22.58 to $ 25.09 per hour
