Leads, directs, and manages the daily operation of the Renewable Energy Facility (REF) at the Southerly Wastewater Treatment Facility (WWTF). The REF includes solids and skimmings handling processes, three fluidized bed incinerators, a high pressure steam system, turbine/generator system, and an ash disposal/reuse process. Responsible for running the REF operation as a merchant facility to generate revenue; identifies and manages sources of biosolids for fuel; markets the REF as a biosolids disposal facility; directs facility operation and maintenance; manages and coordinates staff, contractors, and vendors; and complies with all applicable permits. Coordinates the operation of the REF with the operation and maintenance of the two multiple hearth incinerators at Westerly WWTF to ensure consistency in operation and maintenance. Coordinates the operation of the REF with the operation of the Easterly WWTF sludge line. Coordinates REF operation with wet side operations, maintenance activities, and construction projects. Implements continuous improvement processes to enhance operational and maintenance strategies to increase cost-avoidance, maximize revenue, increase up time, decrease response time, and reduce the carbon footprint. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Leads the operation of the REF to ensure that it is always operated within regulatory compliance parameters. Prepares and submits necessary compliance reports.

- Operates the REF as a merchant facility to generate revenue; identifies and manages sources of biosolids for fuel; markets the REF as a biosolids disposal facility; directs facility operation and maintenance; manages and coordinates staff, contractors, and vendors. Manages the biosolids supply chain for coordination of production and shipping schedules.

- Creates and implements standard operating and maintenance procedures to ensure consistency in the operation.

- Coordinates the operation of the REF with the operation and maintenance of the two multiple hearth incinerators at the Westerly WWTF and the Easterly WWTF sludge line. Coordinates REF operation with wet side operations, maintenance activities, and construction projects.

- Provides technical expertise and guidance for formulation of the REF’s merchant facility initiatives.

- Formulates policies, defines objectives, sets service level goals, and manages cultural change for the REF operation. Creates performance metrics and implements initiatives to achieve associated targets.

- Drives high production capability through utilization of improvement programs and maintenance best practices. Implements continuous improvement processes to enhance operational and maintenance strategies to increase cost-avoidance, maximize revenue, increase up time, decrease response time, and reduce the carbon footprint.

- Provides revenue, expense, and capital budget projections, prepares annual budget requests, and controls all aspects of the REF budget. Prepares and reviews financial reports, procurement requests, and costs for training, tools, supplies, and other expenses. Approves purchases. Identifies staffing level requirements and skills and recommends procurement of external resources to augment District staff and skills when needed. Establishes priorities for resource utilization.

- Provides comprehensive staff management. Directs the creation of schedules and allocates staff appropriately. Assigns roles within the group, conducts formal hiring interviews, and makes selection and promotion recommendations. Coaches, mentors, and manages the performance and development of the staff. Evaluates personnel performance. Develops and implements technical training programs that provide the staff with necessary and up-to-date skills to deliver required services. Resolves disputes and maintains discipline and morale. Initiates and recommends disciplinary actions within District policies and guidelines.

- Leads REF related safety, health, and environmental operational initiatives and their implementation. Ensures that work is carried out in a safe manner in compliance with applicable regulations and District health and safety policies and procedures. Reviews accident investigation reports, makes recommendations and takes appropriate actions, as necessary.

- Performs other duties of a similar nature as may be required


Qualifications:
EDUCATION
- Candidate must possess a Bachelor degree, preferably in Engineering, Engineering Technology, Computer Science, or a closely related field.

EXPERIENCE
- Candidate must possess five (5) years of progressively responsible experience in operating, maintaining, and/or managing a utility, manufacturing facility, Renewable Energy facility, or related operation. Experience must include managing cultural change, implementing process improvements and efficiency initiatives, and managing budgets. Experience with steam generation and turbine operation and maintenance is preferred.

- Experience must include three (3) years supervising, managing people, projects, and processes.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS
- Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES
- Candidate must possess knowledge in regulation compliance parameters related to the operation and maintenance of the REF; biosolid management; all aspects of budget development and control; best practices related to safety, health, and environmental operational initiatives and their implementation; strategic management, and organizational behavior.

- Candidate must possess strong attention to detail, written and verbal communication, and interpersonal skills. Candidate must possess the ability to abide by rules and regulations, manage sources of biosolids for fuels and supply chain, manage and coordinate people and operations with other plants; develop and implement programs and initiatives, and resolve disputes.

- Candidate must possess the ability to be reliable and punctual in reporting to work as scheduled.

PHYSICAL AND MENTAL REQUIREMENTS
- MENTAL: Candidate must frequently compute, compile analyze, synthesize, and communicate information; must communicate, coordinate, negotiate, and instruct others while exhibiting strong interpersonal skills.
- PHYSICAL: Candidate must be able to talk with others for more than 50% of a typical work day.
- VISUAL: Candidate must possess near acuity (i.e., clarity of vision at 20 inches or less).
- NOISE: Candidate will be exposed to loud noise while on construction sites.
- ENVIRONMENT: Candidate may sometimes be exposed to extreme heat and cold (weather and non-weather related), wet and/or humid conditions, hazards, vibrations, and confined working environments up to 30% of a typical work day. Candidate must wear eye and ear protection and breathing apparatuses in the plant and/or field.
- RESPIRATORY PROTECTION: Candidate must possess the ability to wear required respiratory protection devices in accordance with the Sewer District Policy, including not having facial hair that interferes with the face piece-to-face seal.
