JOB SUMMARY

Assists Project Managers on assigned projects and acts as a construction resource to support and/or manage the construction phase of a project, is a key resource to ensure the construction phase of a project meets the project goals. Provides lead construction support for up to two (2) projects at a time, and is functionally responsible for the construction support related to each project from within the department and cross functions throughout the District. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Monitors construction by others of a major public improvement contract, including organizing and coordinating all field engineering and inspection activities related to the contract; monitoring all construction activity in order to confirm the work being performed, and the materials and equipment being installed, conform to the contract requirements; performing all related work as required in order to ensure the smooth initiation, progress and completion of the contract.

- Reviews preliminary and final design plans from a constructability standpoint; advises whether the materials and equipment to be incorporated into the contract are suitable for the purpose intended; participates in value engineering and design reviews; reviews the engineer’s estimate and all addenda; participates in pre-bid site inspections and pre-bid meetings, and answers questions as necessary; reviews the Engineer's evaluation and recommendation and performs other tasks necessary prior to the contract award.

- Conducts construction meetings; receives, reviews and approves contractors' schedules of value and construction progress schedules; assesses the means and methods by which the Contractor proposes to construct the contract.

- Prepares cash flow projections for the contract and update on an annual basis.

- Assigns testing laboratory personnel to the contract and/or items of work making up the contract, and monitors progress of the work; acts as liaison between the Design Engineer, the District's office engineers and the Contractor; prepares daily reports outlining the progress of the contract, and composes correspondence and memoranda as necessary; receives and answers questions concerning the work from the Contractor, or forwards question(s) to appropriate entity for answer; acts as mediator in disputes over contract interpretation between Design Engineer and Contractor.
Senior Construction Supervisor

- Measures work in place and equipment and materials furnished for purposes of computing progress payments, reviews requests for payment and recommends approval thereof; drafts simple plan adjustments and prepares field sketches in order to speed progress of the work and perform calculations and field surveying services in order to monitor progress of work; direct or perform field tests using various gauges, meters and instruments.

- Requests proposals from Contractor for Change Orders and negotiates the price and scope of each.

- Investigates, analyzes and negotiates construction claims; monitors progress of a claim when placed on notice by the Contractor, and negotiates a price for value claims.

- Coordinates equipment training and start-up assistance for newly constructed facilities.

- Notes and has rectified poor standards of work by contractors, subcontractors and vendors.

- Administers and oversees completion and close-out of the contract.

- Coordinates project with various utilities, municipalities and agencies. Responds to and resolves complaints submitted by the public and municipal officials.

- Attends public meetings.

- Holds meetings with public officials to report on job progress.

- Writes change order reports, memos and correspondence.

- Observes safe work practices, and endeavors to ensure that contractors observe safe work practices, when applicable.

- Performs other duties of a similar nature as may be required.

Qualifications:
MINIMUM JOB REQUIREMENTS

EDUCATION

Civil
- Candidate must possess an Associate’ s degree in Civil Engineering or a related technical related field of study or sufficient coursework towards a Bachelor’s degree in declared major within a related field. Bachelor degree in Engineering or a technical related field preferred.

Electrical
- Candidate must possess an Associate degree or equivalent in Engineering (Electrical) or a technical related field or sufficient coursework towards a Bachelor’s degree in declared major within a related field. Bachelor degree in Engineering or a technical related field preferred.

EXPERIENCE

Civil
- Candidate must possess ten (10) years of experience in underground construction including tunnel work and large diameter sewer cut and cover, and construction management, which must include experience analyzing data and processes, making recommendations, and gaining input/agreement within an organization is required.

Electrical
- Candidate must possess ten (10) years of experience in construction management, which must include experience analyzing data and processes, making recommendations, and gaining input/agreement within an organization is required. Candidate must be able to demonstrate experience in large civil public works construction.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS
- Candidates must possess a valid state of Ohio driver’s license with a driving record in accordance with the District’s acceptable guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES

- Candidate must have knowledge of engineering principles in the wastewater and/or stormwater industry, including applicable methods, tools, and software, and knowledge of current environmental laws.

- Candidate must be able to demonstrate experience in large civil public works construction. The successful candidates must possess strong technical engineering, leadership and motivation, team building, negotiation and conflict resolution skills, attention to detail, the ability to effectivelymanage multiple tasks and assignments and demonstrate strong organizational skills in a fast-paced work environment. Written, verbal, and presentation skills are necessary to be effective, in addition to proficiency with Microsoft Office software such as Excel, Word and PowerPoint.

PHYSICAL REQUIREMENTS

- Please note a pre-employment and/or promotional physical examination will be required. Components of the physical examination may include but will not be limited to a substance test, hearing and vision screening, various blood tests, an OSHA respirator questionnaire, and chest X-ray. Candidates must not have facial hair that would impede the use of breathing apparatus and must not have tendencies toward claustrophobia or acrophobia.

Civil
- While performing the duties of the position the candidate must be able to spend up to 80% of time outdoors on construction sites and in potentially contaminated, noisy, dirty, dark, and/or restricted space wearing eye and ear protection, and breathing apparatus.

Electrical
- While performing the duties of the position the candidate must be able to spend up to 60% of time outdoors on construction sites and in potentially contaminated, noisy, dirty, dark, and/or restricted space wearing eye and ear protection, and breathing apparatus.

Comments:
TYPICAL SALARY RANGE: $75,031 - 93,789
