JOB SUMMARY

Leads the Renewable Energy Facility (REF) maintenance program to optimize effectiveness, contain costs, and support the operation of the REF. Develops maintenance targets and goals. Implements continuous improvement for the maintenance processes. Oversees and analyzes asset performance, failure probabilities, and business risk exposure to determine the most effective maintenance, condition monitoring and renewal strategies. Organizes and procures resources to ensure efficient coordination of maintenance activities.

Develops project plans, scope documents, budgets, policies and procedures, project status reports, issue tracking and risk reporting mechanisms. Develops staff and implements change management strategies to facilitate staff’s ability to implement continuous improvement maintenance objectives. Coordinates activities with internal and external stakeholders including maintenance vendors. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Directs, develops and implements short and long-term goals, and priorities for the REF maintenance program to meet established metrics. Oversees, assesses, evaluates, and improves the REF maintenance program. The REF includes sludge handling, fluidized bed incineration, and electricity generation processes using Waste Heat Recovery Boilers which create steam to power the steam turbines. The REF consists of other mechanical, instrumentation, electrical, and structural components such as pumps, motors, pipes, valves, fans, blowers, conveyers, holding tanks, bins, gates, air compressors, heaters, centrifuges, backwash strainers, sprayers, and scrubbers. Develops and adjusts the preventive, predictive, and repair maintenance program. Remediates emergency situations.

- Plans and manages complex maintenance projects. Oversees the installation and testing of new or rebuilt equipment. Investigates all equipment failures utilizing root cause failure analysis. Coordinates multi-disciplined maintenance activities with internal staff, maintenance vendors, the Engineering department, and other contractors.

- Manages department personnel. Conducts formal hiring interviews. Makes selection and promotion recommendations. Coaches, mentors, and manages performance of managers, supervisors, and other subordinates. Evaluates personnel performance. Identifies and ensures appropriate and timely training and development. Resolves disputes and maintains discipline and morale. Holds grievance and disciplinary hearings. Initiates and recommends disciplinary actions. Participates in supervising work of contractors, as needed.

- Works with the Enterprise Asset Manager to ensure standardization of maintenance practices and continuous improvement initiatives are implemented. Manages department workload, priorities, and resources (people, contracts, and materials) to ensure efficient coordination of maintenance activities and projects. Manages quality assurance and quality control to minimize the District’s risk for permit violations odor complaints, and to meet key performance indicators.

- Ensures all maintenance activities and associated costs are appropriately identified and properly recorded to the asset level to support asset repair and renewal decisions along with Capital Improvement Planning (CIP).

- Develops the REF’s annual maintenance budget and manages operating expenses against the approved budget. Assists in capital equipment recommendations and deployment.

- Provides comprehensive maintenance reporting, including repair reporting, failure analysis, root-cause analysis, inventory management, and maintenance efficiencies, and other metrics. Critically examines data, information, processes, and reports for accuracy, quality, and compliance.

- Prepares and provides status reporting and meeting materials. Regularly meets with staff to exchange information, review project status and individual goals, and identify new opportunities for improvement. Prepares written agendas, summaries of issues and action plans for review by senior department leaders and others. Participates in and/or leads Department, project group and status meetings.

- Assists with development of technical specifications for standard and capital equipment purchases and repair. Reviews engineering plans, drawings and blueprints, and communicates directly with engineering during contract development and contractor performance.

- Observes safe work practices. Enforces prescribed safety rules and regulations.

- Performs other duties of a similar nature as may be required.



Qualifications:
MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess an Associate degree in Engineering, Maintenance, Mechanical Engineering or a closely related field OR the candidate must have completed sufficient coursework toward a Bachelor degree, from a 4-year degree program, in a declared major within a related field.



EXPERIENCE

- Candidate must possess eight (8) years of maintenance management experience, experience in an industrial environment. Experience must include mechanical systems installation, inspection, maintenance, and repair of high pressure boilers and incinerators. Experience must include four (4) years in a supervisory position, leading individuals in process improvement, coaching for performance improvement and similar tasks and responsibilities, and operating under strict health and safety rules and guidelines. Experience must include involvement with medium to complex projects from the project’s conception to conclusion, budget management, process improvement, and project management. Proven track record and successful performance against metrics is required.

OTHER REQUIREMENTS

KNOWLEDGE, SKILLS, AND ABILITIES

- Candidate must possess knowledge of maintenance program management, problem identification and resolution, root cause analysis, continuous improvement processes, goal setting and implementation, project management, budgeting, and staff development. Knowledge of the process and operation of renewable energy equipment such as steam turbines, scrubbers, waste heat boilers, fluidized bed incinerators, ash handling equipment, as well as other related equipment.

- Candidate must possess excellent communication skills (oral, written and verbal), as well as a superior commitment to high quality service, and the ability to successfully build and sustain positive and collaborative working relationships with a wide range of stakeholders. Attention to detail and organizational skills, time management, and multi-tasking skills to work on multiple tasks simultaneously; negotiation, facilitation, team building, and conflict resolution skills are required to work with a diverse group, resolve problems, identify process improvements, gain commitment to change, and achieve high quality service on schedule. Must be proficient in Microsoft Office Excel and Word software.

- Candidate must possess the ability to install/replace and troubleshoot process control systems/mechanical hardware particularly high pressure boilers/stream/turbines. Ability to work independently and in a team setting. The ability to read and interpret blueprints, schematics, working/mechanical drawings, and project schedules, Piping and Instrumentation diagrams (P&IDs) and other mechanical system related engineering documentation, and to write plans; analyze data, charts, and other information to get to root causes; and recommend and implement actions through others is required.

PHYSICAL REQUIREMENTS

- While performing the duties of this job, the position may require the employee to perform various physical abilities such as stand, sit, hear, walk, and talk up to 50% of the time; and balance, kneel, crawl, handle, feel, climb, stoop, crouch, reach, and finger objects 25% of the time. With accommodation the position requires depth perception and the ability to see objects that are near and far in focus. Ability to lift up to 25 pounds for training and inspection of equipment. The position requires being exposed various environmental conditions such as extreme weather, temperatures, vibrations, noises, and confined spaces up to 30% of the time.

Comments:
TYPICAL SALARY RANGE: $67,241 - 84,051
