Supervises staff within division; prioritizes work, assigns responsibilities and monitors work quality & performance of subordinates; ensures standardized records management policies and procedures are followed in the storage and retrieval of filing of division/office records; approves leave time requests; determines work schedules; conducts performance evaluations; interviews applicants; investigates employee complaints/grievances; makes disciplinary, hiring and termination recommendations; conducts disciplinary conferences and prepares written report and recommendations on action to be taken; assesses employee training needs & arranges necessary training sessions; conducts staff meetings.

Manages day-to-day operations; responds to and resolves complaints; manages customer service activities; coordinates activities with other departments, agencies and organizations; ensures forms and documents are processed; ensures standardized records management policies and procedures are followed in the storage and retrieval of filing of division/office records; ensures compliance with laws, rules and regulations; handles tasks requiring a manager's action.

Develops long-term operational strategies for consistent & effective operations of plants; develops and implements goals and objectives; prepares, administers and monitors division budget, defining present & future needs; obtains bids from vendors & ensures that proposed purchases meet budgetary constraints; manages a variety of projects/programs related to the division, office or program assigned.

Ensures that division is operating in compliance with federal, state and local laws, rules & regulations by monitoring employee performance, process equipment & analyzing various testing reports; submits various reports to EPA & superiors within the Sanitary Engineering Department.
Monitors facilities to determine where & when buildings & grounds are in need of attention or maintenance; manages on-going inventory of materials & equipment, determining timetable & quantity of materials to be purchased.

Gathers data & collates information to prepare a variety of reports & correspondence for county officials, outside agencies & general public; prepares or supervises the preparation of a variety of reports and documents such as financial reports, news releases, informational brochures and statistical reports.

Serves as a liaison with other divisions, departments, agencies, contractors, organizations & the general public; ensures the division's/office's interests are represented at meetings & conferences; gives presentations related to processes, purpose, department goals, projects, programs or services offered to the general public.

Performs miscellaneous emergency duties to assist in maintaining services under all conditions; performs emergency services to clear roads & walks; assists with operations during heavy workloads caused by storms or other unusual conditions.

Performs others duties of a similar nature or level as assigned.


Qualifications:
Bachelor's Degree in a closely related field (Biology, Chemistry, Environmental Science or Business) with five years of progressively responsible experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Valid Ohio Driver's License;
Required: : Current Ohio Class IV Wastewater Certification required

Positions in this class typically require: driving, fingering, talking, hearing, seeing, and repetitive motions. Incumbents may be subjected to travel. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
