JOB SUMMARY

Sets and directs the Health & Safety Program for the District. Develops, implements, and maintains all aspects of a comprehensive Health & Safety Program at the District to ensure compliance with applicable federal, state and local safety standards and regulations and industry best practices. Maintains and ensures comprehensive health & safety knowledge surrounding construction, including OSHA guidelines applicable to construction and hazardous materials, laws and appropriate practices. Works with others to ensure health and safety issues and regulations are understood and effectively communicates the benefits of compliance. Coordinates with and reports to regulatory agencies on all aspects of applicable safety regulations, including preparation and implementation of safety programs, policies and procedures, accident investigations, compliance audits, safety hazards and corrective action plans. Manages, directs, facilitates, and leverages District personnel at all levels to ensure safety issues are identified, mitigated and resolved in a timely fashion. Directs safety outreach campaigns and safety recognition programs to motivate employees to comply with health & safety policies and procedures. Develops and monitors the budget for the Health & Safety Program. Directs and supervises Health & Safety personnel. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Develops, implements and maintains a District-wide Occupational Health & Safety Program that effectively manages risks and includes setting proactive safety policies and procedures to comply with applicable regulations and to support an enhanced safety culture.

- Reduces workers’ compensation claims and associated costs through the prevention of workplace accident/injuries.

- Ensures that all requests for health and safety related information from Federal, State or local governments are processed in a timely and appropriate manner. Monitors the District for OSHA/PERRP and Workers’ Compensation compliance within stated timeframes.

- Interprets occupational health and safety rules, laws and standards, and applies them to the District’s operations and activities in order to ensure the District’s compliance with such rules. Educates various levels of the organization on safety practices, theory, policy, procedures and regulatory requirements.

- Coordinates with District staff to ensure that projects meet safety requirements during the design phase and are maintained through the build and operation phases. Ensures that hazards, engineering controls and mitigation techniques are discussed and resolved at the beginning of a project.

- Directs the evaluation of employee work tasks and activities through job hazard analyses and workplace monitoring to determine appropriate solutions to protect employees from potential workplace hazards. Researches and recommends resolution of safety hazards through engineering controls, work practices, administrative controls and personal protective equipment.

- Directs the investigation of workplace accidents/injuries and near-misses. Oversees the preparation of root-cause analysis reports with identification of causal factors and recommended corrective actions. Oversees the implementation of corrective actions.

- Directs the development and presentation of safety training classes (both classroom and field) for new and current employees in general industry safety, construction safety, industrial hygiene practices and District Safety Policies.

- Directs the management of worker’s compensation claims. Directs the preparation of reports to the Senior Staff Team detailing relevant claim information. Identifies trends in workplace injuries to better focus safety inspections and training efforts. May attend hearings related to employee health and safety issues and workers’ compensation claims on the District’s behalf.

- Directs fire and safety audits of the District’s facilities and work practices for safety risks, compiles reports and makes recommendations for corrective actions.

- Manages the District’s Radiological Protection Program in accordance with Ohio Department of Health regulations. Provides direction and oversight to the District’s Radiation Safety Officer.

- Manages the District’s Fire Protection Program. Ensures compliance with applicable NFPA, OBBC, and NEC codes and Regulations.

- Directs and works with District personnel to implement OSHA requirements throughout the District. Motivates District employees through the development and administration of safety recognition programs and behavior-based safety programs.

- Serves as an internal occupational health and safety resource. Resolves employee concerns related to the safety of particular tasks or locations (i.e., refusal to work issues).

- Serves as the Safety Officer on the District’s Crisis Management Response Team.

- Actively participates, develops and supports the District’s Safety Committees, site safety coordinators and work group safety teams. Confers with outside organizations, such as OSHA, PERRP, BWC, local fire departments, OWEA, other utilities, etc. to assure information exchange and mutual assistance.

- Manages and supervises Health & Safety personnel by setting performance standards and evaluating performance, coaching and providing on-the-job instruction and maintaining discipline. Ensures the timely completion of reports and assigned projects. Works with staff to enhance their professional development. Instructs staff to perform special assignments as needed.

- Develops and monitors the District’s Health & Safety budget including the purchasing of safety equipment and supplies for all District employees. Reviews annual expenses; anticipates programs, personnel changes, and additional expenses; submits budget recommendation to direct supervisor. Monitors budget throughout the year to ensure spending does not exceed budget limits. Makes recommendations for capital safety improvements. Directs the selection and purchasing of safety equipment and supplies District-wide. Conducts cost-benefit analysis of safety programs.

- Coordinates with the District’s Manager of Regulatory Compliance in the management of all occupational health and safety regulatory compliance issues, including program development, implementation and maintenance.

- Performs other duties of a similar nature as may be required.


Qualifications:
MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess Bachelor degree, preferably in Environmental Health and Safety, Occupational Health and Safety, Environmental Health, Industrial Hygiene or a closely related field.

EXPERIENCE

- Candidate must possess six (6) years of progressively more responsible experience administering and maintaining health and safety programs for a medium to large organization. Experience should include construction safety focus for a minor to medium level construction program. Experience must include three (3) years supervisory responsibilities. Supervisory responsibility can include a combination of supervising people and/or serving as lead for managing medium to more complex projects. Experience in setting and managing performance goals and objectives, managing performance outcomes, disciplining, etc. is a preferred, but not required. Experience with OSHA, EPA and other regulations and standards (NFPA, NIOSH, etc), including technical understanding of these regulations and standards is a must.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Candidate must possess a valid state of Ohio driver’s license with a driving record in accordance with the District’s acceptable guidelines.

- Candidate must be a Certified Safety Professional (CSP).

- Candidate must possess a 30 Hour OSHA and 40 Hour HAZWOPER certificate.

KNOWLEDGE, SKILLS, AND ABILITIES

- Candidate must possess the ability to effectively supervise and manage people and processes, interpret regulations and laws, communicate effectively, establish satisfactory relationships with others and establish rapport with a variety of groups and individuals, develop, implement and evaluate safety programs, policies and procedures and the impact that changes will have on operations, establish goals, objectives and program priorities, explain and document safety and health programs, analyze information and develop recommendations, plan, manage and supervise large complex programs, finances, etc., establish and maintain effective working relationships with governmental agencies, private officials and the general public, exercise considerable judgment in interpreting and applying departmental policies and procedures to be compliant with federal, state and local laws, ordinances and rules, prepare budgets, operating reports and a variety of other reports, plan, organize and meet deadlines and effectively manage multiple projects.

- Competency in the following areas is preferred: Confined Space, Scaffolding, Fall Protection, Excavation, and CPR.
